MUNCIE -- Campus Crest Communities, which hopes to start construction on a controversial 216-unit apartment complex for college students early this summer, still needs the approval of the Metropolitan Board of Zoning Appeals before it can proceed.

Muncie City Council in December voted 5-3 to rezone more than 10 acres of vacant land bordering McGalliard Road between Scheumann Stadium and Oakwood Avenue for the $13 million to $15 million project.
