Through highs and lows, New Castle businessman Jeff Smiley has been working to develop the city's north side for 13 years.
But on Friday afternoon, he said, "This is definitely a high."
During a New Castle-Henry County Chamber of Commerce luncheon on Friday, Mayor Greg York announced that Affiliated Computer Services, which is owned by Xerox, will open an office in one of Smiley's buildings on New York Avenue. The company will bring about 70 jobs to the city, according to Smiley and York.
Affiliated Computer Services - or ACS as it's also known - provides outsourcing services to state agencies and other organizations. In 2010, the company announced plans to hire 300 people for a call center in Anderson.
Smiley said on Friday that the company also provides human resources services to state agencies. The New Castle operation will be a regional office, serving eight or nine counties, he added.
Smiley had been in discussions with ACS for about 10 months, he said. The company plans to take on about 10,000 square feet in Smiley's JoLivia Center at 515 New York Ave.
ACS will bring some employees to New Castle from another location. But Smiley added, "There are going to be opportunities for jobs."
"It's a blessing," he said of the news.
The announcement on Friday about ACS was another in a string of positive economic development announcements involving New Castle.
Just in the past year, forklift manufacturer Crown Equipment announced plans to hire 150 people at its new location on I Avenue. D.L. Couch is taking on a new facility and expanding its operations here. And TS Tech added a second shift with about 160 people.
